Dr. Cindy Foley Co-Founder, Executive Director, USAF Veteran with Hip Hop cultural background in community-arts engagement with an emphasis on pedagogy development. Member of the National Dance Education Organization, Doctor of Education Organizational Change and Leadership with a Masters in Human Relations and certificates in Social Justice and Diversity. As Executive Director of COTC, she guides the foundation’s mission with clarity and compassion creating pathways where art, education, and movement intersect.
Dr. Foley continues to advocate for equitable access to cultural expression, ensuring Hip Hop’s roots and values are carried forward with integrity and purpose.
